Construction Project Management on the Client’s Side

A single project lead who sets the programme, coordinates the design team and contractors, reports to you in plain terms and stays with the job until handover is complete.

Construction project management from Resilient Consult puts someone on your side of the table from the first brief to the final handover. We act as lead consultant or client representative, setting the programme, appointing and coordinating the design team, running progress meetings and keeping decisions moving. The work suits refurbishments, fit-outs, extensions, building upgrades and planned maintenance programmes for clients who do not have an estates team, or whose team is already stretched.

Projects rarely go wrong in one dramatic moment. They drift: a late decision here, an unanswered query there, a programme nobody updates. Our job is to stop that drift. You get a clear view of progress, cost and risk each month, and when a decision is needed from you, it arrives with the options, costs and consequences already set out. Nothing is left waiting for someone else to notice it.

What our construction project management covers

Brief and feasibility

We turn your objectives, budget and deadlines into a written brief that consultants and contractors can work to.

Lead consultant role

One appointment that manages the other consultants, so you are not chasing an architect, engineer and surveyor separately.

Programme management

A master programme covering design, approvals, procurement, works and handover, updated as the project moves and shared with everyone.

Design team coordination

We chair design meetings, track information requests and make sure drawings from different consultants agree before they go to tender.

Progress reporting

Monthly reports on programme, cost, risk and decisions needed, written so a board or governing body can read them quickly.

Handover and planned maintenance

We manage commissioning, snagging and handover documents, and can run phased planned maintenance programmes across several buildings or sites.

The client duties project management supports

Clients carry legal duties on every construction project. Regulation 4 of CDM 2015 requires a commercial client to make suitable arrangements for managing the project, including allocating sufficient time and other resources, and to keep those arrangements under review. Regulation 5 requires principal designer and principal contractor appointments in writing where more than one contractor is involved. A realistic programme and a clear appointment structure are how a client shows those duties were met.

Part 2A of the Building Regulations 2010, in force since 1 October 2023, adds a parallel set of client duties. Regulation 11A requires the client to make suitable arrangements for planning, managing and monitoring the project so that the work complies with building regulations. Where more than one contractor is involved, regulation 11D requires written appointments of a principal designer and principal contractor for building regulations purposes. We build both sets of duties into the project set-up from the start.

What you receive

  • Written project brief and project execution plan
  • Master programme, updated at each review
  • Consultant appointment schedule

How it runs

  1. Define

We agree the brief, budget, programme and governance, including who signs off decisions on your side.

  2. Assemble

We put the design team and dutyholders in place, then set out the reporting rhythm and meeting calendar.

  3. Deliver

We run design, procurement and the works, managing change and reporting progress, cost and risk each month.

  4. Hand over

We manage commissioning, snagging and documents, then close the project out and review what to carry into the next one.

How we run your project

You get one point of contact for the whole project, with director Adrian Heaton overseeing the work. Resilient Consult is Wigan-based and works across Greater Manchester, Lancashire, Merseyside and Cheshire, so we can be on site when it matters. Larger jobs further afield are considered on request. Because we also cover cost, CDM and compliance, the project manager is not waiting on a separate firm for a cost check or a safety answer.

Some parts of a project need specialist sign-off, such as fire alarm commissioning, fire stopping inspection, asbestos surveys before strip-out or water hygiene checks. We arrange these through our specialist partners, who hold the relevant qualifications and certification for that work. We manage their attendance within the programme and check their certificates before they go into your handover pack.

Who we do this for

  • Schools, academy trusts and colleges
  • Housing associations running investment programmes
  • Commercial property owners and occupiers
  • Hospitality and leisure operators upgrading venues
  • Charities and faith groups with building projects
  • Manufacturers extending or refitting premises
  • Facilities managers with multi-site maintenance programmes

Questions about project management

All questions

Do we need a project manager on a smaller job?

Not always. If a single contractor is doing a well-defined job and you have time to manage them, you may not need one. A project manager earns their place when several consultants or contractors are involved, when deadlines are tied to term dates, tenancies or funding, or when nobody in your organisation has the time to chase decisions. We will tell you honestly if a lighter arrangement would suit you better.

What does a lead consultant do?

A lead consultant manages the rest of the professional team on your behalf. Instead of holding separate conversations with an architect, structural engineer, services engineer and surveyor, you deal with one person who coordinates their work, chases information and reports back to you. It keeps responsibility clear and stops issues falling between consultants, which is where many delays and extra costs begin.

Can you manage planned maintenance programmes?

Yes. Where you already have condition data or a maintenance plan, we can package the work into phases, procure contractors, manage the works across your buildings and report progress against the plan. This suits schools working around holidays, housing providers running annual programmes and businesses with several premises. Keeping the works on one programme makes it easier to plan around occupied buildings and spread spending sensibly.

How do you report progress to us?

You receive a monthly report covering programme, cost, risks and the decisions we need from you, plus short updates whenever something significant changes. The reports are written so a board, trustees or governors can read them quickly without decoding construction terms. Behind each report sits the live programme and risk register, which you can see at any time.

Do you work with contractors?

Yes. We help contractors with risk assessments and method statements, COSHH assessments, written policies and preparation for SSIP schemes such as CHAS, SafeContractor and Constructionline. On projects we can support clients and principal contractors with CDM duties, and we work alongside main contractors when managing fire remedials, so the people on site have clear information and the right paperwork before they start.

What do your reports look like?

They are written in plain English with each finding located, photographed and given a clear priority. Where remedial work follows, you receive before, during and after photographs, a log of materials used and the certificates for specialist work. Long programmes come with regular progress reports. Everything is supplied digitally for you to keep, ready for your safety file, an audit or the golden thread for higher-risk buildings.
