Building surveyor for property owners and managers
Surveys that tell you what condition a building is in, what to fix first and what it will need over the coming years, plus a team to specify and run the work.
A building surveyor helps you understand a property before you spend money on it. Resilient Consult carries out condition surveys, diagnoses defects, writes planned maintenance plans and specifies refurbishment work for owners and managers across Greater Manchester, Lancashire, Merseyside and Cheshire. Whether you hold one office or a portfolio of schools or homes, you get a written picture of each building, the risks it carries and a sensible order for the work.
Reports are written for the person who has to act on them. Each issue is located, photographed and explained in plain English, with its likely cause and a priority. When you are ready to proceed, we can turn the findings into a specification, tender the work and administer the contract, so the surveyor who found the problem is the one checking it has been put right.

Condition surveys
A visual inspection of fabric, roofs, finishes and external areas, with each element rated and the repairs needed listed by priority.
Stock condition surveys
A consistent survey across a portfolio of homes or buildings, giving comparable data on element ages and lifespans for planning investment.
Planned preventative maintenance plans
A year-by-year programme of repairs and replacements drawn from the survey, so budgets are set ahead rather than in reaction to failures.
Defect diagnosis
Investigation of damp, cracking, leaks, movement or failing finishes, with the probable cause and a proportionate repair set out in a report.
Refurbishment specification and contract administration
We write the specification, tender it to contractors, administer the contract and inspect the work through to completion.
Pre-acquisition surveys
An inspection before you buy or lease commercial property, setting out defects, likely repair liabilities and anything to raise before exchange.
Duties that sit alongside a building survey
A survey often surfaces legal duties as well as repairs. In non-domestic premises, regulation 4 of the Control of Asbestos Regulations 2012 places a duty to manage asbestos on whoever has the maintenance or repair obligation. Before refurbishment begins, the areas affected need the right type of asbestos survey under HSE’s guide HSG264, and we build that into the programme so a contractor is never asked to open up an unsurveyed wall.
Once survey findings become a project, the Construction (Design and Management) Regulations 2015 apply. Regulation 4 requires the client to make suitable arrangements for managing the work, with enough time and resources. Our surveys follow recognised industry practice, including the RICS guidance on building surveys, and the report records its limitations so you know what was and was not inspected.

Report
You receive a written report with priorities and, where asked, a maintenance plan, then we talk it through with you.
Deliver the work
If you want to proceed, we specify, tender and administer the repairs or refurbishment through to completion.

Why use Resilient Consult for building surveying
A building survey is the start of a chain: findings lead to repairs, repairs may disturb asbestos or fire stopping, and the work itself brings CDM duties. We handle all of those from one Wigan-based office, so you are not passing a report between three firms and waiting for each to catch up.
Some findings need a specialist to confirm them, such as an asbestos survey, a drainage camera survey or a structural engineer’s opinion. We arrange these through our specialist partners, who hold the relevant qualifications for that work, then fold their results into one report and one plan for you.

Questions about building surveying
All questionsWhat is the difference between a condition survey and a stock condition survey?
A condition survey looks closely at a single building and the repairs it needs now and soon. A stock condition survey applies the same method across many properties, often by sampling, so a landlord or estate manager can compare them and plan spending across the whole portfolio. Both can feed a planned maintenance plan.
How far ahead does a planned maintenance plan look?
You choose the period to suit your budget cycle and how long you expect to hold the building. Many owners look several years ahead, with near-term items costed more firmly than later ones. We set out each element, its expected remaining life and when it is likely to need repair or replacement, and the plan should be refreshed as work is done.
Can you find out why a building has damp or cracks?
Yes. Defect diagnosis starts with a careful look at the pattern of the problem, the building’s construction and its history. We then set out the probable cause and a repair that deals with it rather than the symptom. Where a firm answer needs testing or monitoring, we explain what is needed and arrange it.
Do you survey homes for buyers?
Our work is aimed at organisations: commercial owners and occupiers, landlords with portfolios, schools, charities and managing agents. Pre-acquisition surveys are offered for commercial and investment property. If you are buying a single home to live in, send us the details and we will tell you honestly whether we are the right fit.
Do you work with contractors?
Yes. We help contractors with risk assessments and method statements, COSHH assessments, written policies and preparation for SSIP schemes such as CHAS, SafeContractor and Constructionline. On projects we can support clients and principal contractors with CDM duties, and we work alongside main contractors when managing fire remedials, so the people on site have clear information and the right paperwork before they start.
What do your reports look like?
They are written in plain English with each finding located, photographed and given a clear priority. Where remedial work follows, you receive before, during and after photographs, a log of materials used and the certificates for specialist work. Long programmes come with regular progress reports. Everything is supplied digitally for you to keep, ready for your safety file, an audit or the golden thread for higher-risk buildings.
