Health and safety consultants for Leigh and its canal-side mills
From the Bridgewater Canal mills to Leigh Sports Village and the terraces of Pennington and Bedford, we look after fire, safety and building compliance across the east of the borough.
Owners and managers searching for health and safety consultants in Leigh want someone who knows the town’s buildings, and Resilient Consult works here regularly from our Wigan base. We cover fire safety, health and safety and construction consultancy as a single service with one contact. That suits Leigh, where a spinning mill, a business unit and a row of rented terraces can share a street, and each comes with different duties. We scope the work, organise it and report back in plain terms.
Clients here include landlords and letting agents, manufacturers on the edge of town, community organisations running older buildings, and contractors working on new housing around Atherton, Tyldesley and Lowton. Where a job needs a specialist, such as a fire door survey, a legionella risk assessment or an alarm installation, we arrange it through vetted partners who hold the relevant certification for that work, and we check their paperwork before it reaches you.

Fire safety and compliance
In converted and part-occupied mills, our first step is often a compartmentation survey, so the fire risk assessment reflects what is really behind the walls and above the ceilings.
Health and safety
Manufacturers and warehouse operators around Leigh get audits, RAMS reviews and COSHH assessments, plus help with SSIP applications when they bid for contractor work.
Construction consultancy
For conversions and housing schemes we provide Principal Designer and quantity surveying services, and schedules of condition where new work sits against older neighbours.

Leigh’s listed mills and its newer estates
Leigh was a mill town, and several large cotton mills still line the Bridgewater Canal, which reached the town centre in 1795. Leigh Spinners, built from 1913 with a matching west section about ten years later, is Grade II* listed; one building now serves as a community hub for small businesses and groups, while part of the site stays in manufacturing. Reusing mills like this brings mixed occupation, wide open floors and historic fabric that limits where new fire-resisting construction can go.
The newer side of town looks very different. Leigh Sports Village opened in 2008 with a stadium, athletics arena, college campus, hotel and business space, and the guided busway to Salford and Manchester opened in 2016. Around them sit housing estates and industrial units beside the Leigh Branch of the Leeds and Liverpool Canal. Leisure venues, teaching buildings and modern warehouses each need their own approach to evacuation, contractor control and maintenance.

Questions from Leigh clients
All questionsOur group rents space in a listed Leigh mill. Do we need our own fire risk assessment?
If you control part of the premises, you are likely to be a responsible person for that part under the Regulatory Reform (Fire Safety) Order 2005, with a duty to make a suitable and sufficient assessment. The owner will hold one for the shared areas. The two should agree on escape routes, alarms and who maintains what. We can review the landlord’s assessment, arrange yours, and point out where the two do not line up.
We are converting a Leigh terrace into a shared house. What fire rules apply once tenants move in?
Once it is a house in multiple occupation, the Management of Houses in Multiple Occupation (England) Regulations 2006 require the manager to keep escape routes free from obstruction and in good repair, and to keep fire alarms and firefighting equipment in working order. A council licence, where one is needed, can add conditions. We review the layout before work starts, arrange alarm and fire door work through certified partners, and set up a simple checking routine.
Can you act as Principal Designer for a small extension near Leigh town centre?
Yes. Where more than one contractor is involved, or is likely to be, CDM 2015 requires the client to appoint a Principal Designer in writing. Since 1 October 2023 the Building Regulations have had a Principal Designer role of their own, with different duties, and one firm can hold both. We plan the pre-construction information, co-ordinate the designers and keep the records building control will expect when the work is finished.
Which areas do you cover?
We are based in Wigan and work across the North West, including Greater Manchester, Lancashire, Merseyside and Cheshire. That covers towns such as Bolton, Warrington, St Helens, Preston and Chorley, as well as Manchester and Liverpool. For larger jobs or multi-site clients we can work further afield on request. Send us the details and we will tell you straight away whether it is something we can take on.
Tell us about your Leigh building.
What it is, where it is and what you need checked, fixed or managed. You get a scope and a written proposal back.
