Health and safety consultants in Warrington, from Birchwood to Omega
An industrial town turned new town, with science parks, warehouse estates and a rebuilt centre. We look after fire, safety and construction compliance for the businesses and landlords who run them.
Many organisations searching for health and safety consultants in Warrington run offices, labs or distribution centres rather than old mills, and their compliance questions differ. Resilient Consult is a Wigan-based consultancy covering fire safety, health and safety and construction from one point of contact. We work with facilities managers, logistics operators, housing providers and contractors across the borough, from Woolston and Padgate to Great Sankey and Lymm.
Warrington sits inside a partial box formed by the M6, M56 and M62, which explains the scale of its warehouse and business park stock. Those buildings bring their own risks: several tenants on one park, shared estate roads, mezzanines added after fit-out and contractors on site most weeks. We scope the work, arrange specialists such as fire door inspectors or legionella assessors through vetted partners, and report back in plain English.

Fire safety and compliance
Business park offices and multi-tenant units often need their fire alarm system reviewed against BS 5839-1 after fit-outs move walls and change how floors are used.
Health and safety
Logistics and manufacturing sites get audits, workplace transport assessments, COSHH reviews and retained competent-person support, with training courses arranged through partners.
Construction consultancy
For fit-outs and new units we provide project management, quantity surveying and employer’s agent services, plus dilapidations advice when leases on the parks come to an end.

New town estates, business parks and a rebuilt centre
Warrington was a centre for wire, textiles, brewing, tanning and chemicals before it was designated a new town in 1968. Its population then more than doubled, with new housing for families moving out of Liverpool and Manchester. Birchwood was developed on the former ROF Risley site, and Omega, beside the M62 on the northern edge of town, was built out mainly as warehousing with a large residential area alongside.
The centre has been reshaped too. Time Square, with a market, cinema, council offices and a car park of around 1,200 spaces, was completed in 2020 near the Golden Square shopping centre. Warrington Hospital grew in stages, with wings added through the 1980s and 1990s. Phased sites like these often hold fire strategies, alarm zones and maintenance records from several eras, which is worth untangling before any refit.

Questions from Warrington clients
All questionsWe have just fitted a mezzanine in our Omega warehouse. Does the fire risk assessment need updating?
Yes. Article 9 of the Fire Safety Order requires a review when there has been a significant change, and a mezzanine alters travel distances, escape routes, detection coverage and how many people work above floor level. It may also have needed Building Regulations approval in its own right. We arrange a review by a qualified assessor, check that alarm coverage reaches the new level, and record what changed.
Tenants on our Birchwood business park share an estate road. Who manages traffic safety?
Each employer must assess the risks its own work creates, under regulation 3 of the Management of Health and Safety at Work Regulations 1999, while the estate owner or managing agent controls the shared road. Neither can do it alone. We help the landlord set out speed limits, crossing points, delivery rules and lighting for the common areas, then give each tenant a short brief to build into their own risk assessments.
We manage a block of flats in Warrington town centre. Are regular fire door checks a legal requirement?
It depends on height. Where a residential building has storeys above 11 metres, the Fire Safety (England) Regulations 2022 require fire doors in communal areas to be checked at least every three months, and flat entrance doors every year on a best endeavours basis. Below that height the doors must still work as part of your general fire precautions. We set up the routine and arrange surveys and repairs through certified partners.
Which areas do you cover?
We are based in Wigan and work across the North West, including Greater Manchester, Lancashire, Merseyside and Cheshire. That covers towns such as Bolton, Warrington, St Helens, Preston and Chorley, as well as Manchester and Liverpool. For larger jobs or multi-site clients we can work further afield on request. Send us the details and we will tell you straight away whether it is something we can take on.
