Health and safety consultants for Liverpool’s docks, quarters and campuses
From dockside warehouses to the Knowledge Quarter and the Baltic Triangle, Liverpool reuses old buildings at pace. We give owners and contractors one contact for fire, safety and construction compliance.
Owners, agents and contractors searching for health and safety consultants in Liverpool will find that Resilient Consult works across the city from our Wigan base. We bring fire safety, health and safety and construction consultancy together under one contact. That suits a city where a single street might hold a converted warehouse, a block of student flats and a creative workspace, each with its own fire strategy and its own set of duties.
Our Liverpool work tends to involve existing buildings being given a new purpose. We plan and manage the compliance side: fire risk assessments, compartmentation and fire door surveys, asbestos and legionella arrangements, and the CDM roles on refurbishment projects. Specialist inspections and remedial works are delivered by vetted partners who hold the relevant third-party certification, and we check their reports before you receive them.

Fire safety and compliance
Converted warehouses in the Baltic Triangle and around the northern docks often need a compartmentation survey and firestopping remedials before the fire risk assessment can be relied on.
Health and safety
Research, education and healthcare suppliers in the Knowledge Quarter use us for COSHH assessments, contractor control and audits of permit-to-work arrangements.
Construction consultancy
On refurbishments and new-build blocks we act as Principal Designer and project manager, and prepare schedules of condition beside listed dock structures.

Warehouses, waterfront and a growing knowledge district
In the Baltic Triangle, between the city centre and the south docks, 18 former warehouses and sheds have been refurbished as space for creative and digital firms, alongside bars, clubs and new homes for students and young professionals. To the north, the Stanley Dock conservation area holds Grade II* listed quay warehouses, and the Liverpool Waters plans cover a run of former dock basins beyond the Pier Head. Old warehouse floors bring heavy timber, open voids and changing tenants.
The Knowledge Quarter spans around 450 acres of central Liverpool, taking in two universities, the Royal Liverpool University Hospital and the council-owned Paddington Village, developed in phases since 2017. Large teaching, research and clinical buildings mean laboratories, hazardous substances and constant contractor activity. Away from the centre, much of the private rented stock has been covered by the city council’s selective licensing, with fire safety among the standards licensed homes must meet.

Questions from Liverpool clients
All questionsWe let flats in Liverpool. How does landlord licensing affect fire safety?
Where a property falls in a selective licensing area, the licence comes with conditions, and Liverpool City Council includes fire safety among the standards licensed homes must meet. If the property is also an HMO, the HMO management regulations apply on top. Designations change, so check the council’s current scheme for your address. We arrange fire risk assessments for common parts, fire door and alarm work through certified partners, and keep your evidence ready for inspection.
Our studio is on an upper floor of a Baltic Triangle warehouse. What should we ask the landlord?
Ask to see the fire risk assessment for the shared parts, when it was last reviewed and which actions are still open. Check how the alarm works across the building, who tests it and which routes you are meant to use. If you have added partitions or a kitchen, tell the landlord, because that may change the assessment. We can review the documents for you and arrange your own assessment for the space you control.
We run laboratories in the Knowledge Quarter. Does COSHH apply to research chemicals used in small quantities?
Yes. The COSHH Regulations 2002 require a suitable and sufficient assessment before work that could expose people to hazardous substances, whatever the quantity. Small volumes may lower the risk, but carcinogens, sensitisers and biological agents still need specific controls, records and, in some cases, health surveillance. We review your assessments against how the work is really done and help you set priorities for any gaps.
Which areas do you cover?
We are based in Wigan and work across the North West, including Greater Manchester, Lancashire, Merseyside and Cheshire. That covers towns such as Bolton, Warrington, St Helens, Preston and Chorley, as well as Manchester and Liverpool. For larger jobs or multi-site clients we can work further afield on request. Send us the details and we will tell you straight away whether it is something we can take on.
