What clients ask before they appoint us: how we work, what the law expects of you and what you get at the end.

Working with us

What does Resilient Consult do?

We are a construction and compliance consultancy covering three areas: fire safety, health and safety, and construction consultancy. That ranges from fire risk assessments and fire door inspections to COSHH assessments, CDM support, quantity surveying and building surveys. You have one point of contact who scopes the work, arranges it, checks the results and reports back, so you are not managing several separate advisers yourself.

Which areas do you cover?

We are based in Wigan and work across the North West, including Greater Manchester, Lancashire, Merseyside and Cheshire. That covers towns such as Bolton, Warrington, St Helens, Preston and Chorley, as well as Manchester and Liverpool. For larger jobs or multi-site clients we can work further afield on request. Send us the details and we will tell you straight away whether it is something we can take on.

Who actually carries out the surveys and works?

We scope, manage and check every job ourselves. Specialist parts, such as fire surveys and remedial works, asbestos surveys, legionella assessments, training and alarm installations, are carried out through vetted specialist partners who hold the relevant qualifications and third-party certification for that work. You see their certificates. We remain your single point of contact and check both the work and the paperwork before it reaches you.

What do your reports look like?

They are written in plain English with each finding located, photographed and given a clear priority. Where remedial work follows, you receive before, during and after photographs, a log of materials used and the certificates for specialist work. Long programmes come with regular progress reports. Everything is supplied digitally for you to keep, ready for your safety file, an audit or the golden thread for higher-risk buildings.

How much will it cost?

It depends on the size and type of building, the access available and what the work involves, so we do not publish set prices. Once we understand the job, we send a fixed proposal setting out exactly what is included, who will do it and what you will receive. If anything outside that scope comes up on site, we discuss it with you before any extra work goes ahead.

Fire safety

Who is the responsible person for fire safety?

Under the Regulatory Reform (Fire Safety) Order 2005, the responsible person for a workplace is the employer, where it is under their control. For other premises it is the person in control of the building in connection with a business or undertaking, or the owner. In a block of flats that is usually the freeholder or managing agent. The responsible person must make sure a suitable and sufficient fire risk assessment is in place.

How often should a fire risk assessment be reviewed?

The Fire Safety Order says the assessment must be reviewed regularly to keep it up to date, and again if there is reason to think it is no longer valid or there has been a significant change. It does not set a fixed interval. Many responsible persons review yearly, and sooner after building work, a change of use or a fire. Since October 2023 every responsible person must record the findings in writing.

How often do fire doors in flats need checking?

Under the Fire Safety (England) Regulations 2022, in residential buildings over 11 metres high the responsible person must check communal fire doors at least every three months and use best endeavours to check flat entrance doors at least every 12 months. Records must be kept, including attempts to gain access. We can manage that cycle for you and arrange repairs for any doors that fail.

Health and safety

Do you work with contractors?

Yes. We help contractors with risk assessments and method statements, COSHH assessments, written policies and preparation for SSIP schemes such as CHAS, SafeContractor and Constructionline. On projects we can support clients and principal contractors with CDM duties, and we work alongside main contractors when managing fire remedials, so the people on site have clear information and the right paperwork before they start.

Can you act as our competent person for health and safety?

The Management of Health and Safety at Work Regulations 1999 require employers to appoint one or more competent persons to help them comply. Where you have someone suitable in-house, the law prefers them. If you do not, we can provide retained health and safety support to fill that role, covering advice, policy reviews, risk assessments and audits, with specialist input arranged through partners where your work needs it.

Can you help us get CHAS or another SSIP scheme?

Yes. CHAS, SafeContractor, Constructionline and SMAS are among the schemes that assess health and safety against a common SSIP standard, and many clients ask to see one before you can tender. We help you gather or write what the assessor will look for, such as your policy, risk assessments, method statements and training records, and work through any feedback until your submission is complete.

Construction and CDM

Does my construction project need to be notified to the HSE?

Under regulation 6 of CDM 2015, a project is notifiable if construction work is scheduled to last longer than 30 working days with more than 20 workers on site at the same time, or to exceed 500 person days. Notification is the client’s duty, made on an F10. We can check whether your project meets the threshold and help prepare the pre-construction information and other CDM documents.

Do I need a Principal Designer?

Under CDM 2015, commercial clients must appoint a Principal Designer and a Principal Contractor where more than one contractor will work on the project. Since 1 October 2023, Part 2A of the Building Regulations has added a separate Principal Designer role for building regulations compliance. We can explain which applies to your project and take on or support the role.

More questions

How much notice do you need?

It depends on the job and the access needed. A single fire risk assessment is quicker to arrange than a block-wide door survey or a programme of remedial works. Tell us about any deadline when you get in touch, whether it is an insurer’s request, an audit or a building control date, and we will say honestly whether we can meet it before you commit to anything.

Ask us your question.

What it is, where it is and what you need checked, fixed or managed. You get a scope and a written proposal back.

For example: a four-storey block of flats that needs its fire risk assessment reviewed and the flat entrance doors checked. Or: an office refurbishment starting in spring that needs a Principal Designer and a cost plan.
Optional. Photos of the area, or an image of a plan or old report, help us scope it.
