Health and safety consultants for Chorley and Buckshaw Village
Chorley pairs an old market town with one of Europe’s largest brownfield schemes at Buckshaw. We cover fire, safety and construction compliance for both, and for the villages in between.
If you need health and safety consultants in Chorley, Resilient Consult works across the borough from our base in Wigan. We combine fire safety, health and safety and construction consultancy under one contact, which suits the town’s mix of new business parks, older commercial streets, schools and rural workplaces. You tell us what you need to stay compliant, and we scope it, arrange the specialists and check what comes back before it lands on your desk.
Typical work here includes fire risk assessments for town-centre shops with rooms above, audits for distribution and engineering firms near the motorway junctions, and construction support on housing and commercial schemes. Where specialist surveys or installations are needed, they are delivered by vetted partners who hold the qualifications and third-party certification for that work. You keep one point of contact throughout.
Start a conversationWhat we do for Chorley clients
Fire safety and compliance
Shops with flats or offices above, common in Chorley town centre, need a fire risk assessment that deals with the separation between the two uses and any shared escape route.
Health and safety
Firms on the Buckshaw business parks and around the M61 junctions use us for retained health and safety support, risk assessments and help preparing SSIP applications such as CHAS.
Construction consultancy
On residential and commercial schemes we act as Principal Designer under CDM 2015 and the Building Regulations, and as employer’s agent on design and build contracts.

From mill-workers’ terraces to Buckshaw’s business parks
Chorley was a cotton town. Most of its mills were demolished between the 1950s and the 2000s, and the last textile mill stopped in 2009. What remains is a network of terraced streets built for mill workers, a market held every Tuesday under a charter from 1498, and town-centre premises that often pair a shop at ground level with storage or flats above. Those layouts usually need careful thought about separation between the shop and the rooms over it.
To the west, Buckshaw Village was built on the former Royal Ordnance Factory site, which the War Office took over in the 1930s. It now combines thousands of homes with business space at Revolution Park and Matrix Business Park, and Buckshaw Parkway station opened in 2011. The village straddles Chorley and South Ribble, so the council you deal with depends on which side a site falls. Chorley and South Ribble Hospital sits close by on Euxton Lane.

Questions from Chorley clients
All questionsWe own a shop in Chorley town centre with a flat above. Who checks the fire safety of the building?
For the shop and any shared parts, the person in control is the responsible person under the Regulatory Reform (Fire Safety) Order 2005 and needs a suitable and sufficient fire risk assessment. The flat itself is a private home, but where a route or the structure is shared, the protection between the two matters. We arrange the assessment, check the separation between shop and flat, and list any work in a clear order of priority.
Our unit at Buckshaw Village is a new building. Do we still need a health and safety audit?
A new building removes some risks, but most audit findings are about how work is organised, not the age of the walls. An audit checks your risk assessments, training records, contractor control, first aid, equipment inspections and incident reporting against what happens day to day. For a business that has just moved in, it is a good moment to set routines before habits form. We report findings in priority order.
A client near Chorley wants us to hold CHAS before we tender. Can you help?
Yes. CHAS is one of the SSIP schemes, and buyers use it to check a contractor’s health and safety arrangements before appointing them. We review what you already have, write or update your policy, risk assessments and method statements, and prepare the evidence the assessor will ask for. The scheme makes its own decision, but we get your application in order so it has the best chance of going through first time.
Which areas do you cover?
We are based in Wigan and work across the North West, including Greater Manchester, Lancashire, Merseyside and Cheshire. That covers towns such as Bolton, Warrington, St Helens, Preston and Chorley, as well as Manchester and Liverpool. For larger jobs or multi-site clients we can work further afield on request. Send us the details and we will tell you straight away whether it is something we can take on.
