Asbestos surveys for non-domestic buildings
Management surveys, refurbishment and demolition surveys and re-inspections, carried out by qualified surveyors we arrange, with the register and management plan that follow.
An asbestos survey is usually the first step in meeting the duty to manage asbestos in a building built before 2000. Resilient Consult arranges surveys across Wigan and the North West through qualified surveyors who hold the relevant certification for this work, and you see the certificates. We agree the right survey type for what you are planning, brief the surveyor on access and occupancy, check the report when it lands and help you turn it into a working register and management plan, so the survey does more than sit in a drawer.
Choosing the wrong survey is a common and costly mistake. A management survey suits a building in normal use. It is not enough before a strip-out, a new kitchen, rewiring or demolition, where hidden materials in the fabric could be disturbed. We ask what work is coming up before anything is booked, so contractors start with the information they need and programmes are not held up by finds halfway through a job.

Management survey
Locates, as far as reasonably practicable, suspect materials that could be disturbed during normal occupation and maintenance, and records their condition.
Refurbishment survey
An intrusive survey of the area where work will happen, carried out before the work starts, with the area vacated while it is done.
Demolition survey
Locates asbestos throughout the structure, including materials hidden within the fabric, before a building or part of it comes down.
Re-inspections
Periodic checks on known or presumed materials, so condition changes are picked up and the register stays accurate.
Asbestos register
A clear record of where materials are, what they are, their condition and the agreed action, kept somewhere people can actually find it.
Management plan
The written plan that says how each material will be monitored, maintained or removed, and how contractors are told before they start.
The duty to manage asbestos and HSG264
Regulation 4 of the Control of Asbestos Regulations 2012 places the duty to manage on whoever has responsibility for maintenance and repair of non-domestic premises, or control of them where there is no such contract. The dutyholder must make a suitable and sufficient assessment of whether asbestos is or may be present, record the conclusions, and, where it is or may be, prepare a written plan. That plan must cover monitoring the condition of the materials, keeping them maintained or removing them safely, and giving information on location and condition to anyone liable to disturb them.
HSE’s survey guide, HSG264, sets out how management surveys and refurbishment and demolition surveys should be planned and carried out. HSE strongly recommends using a surveying organisation with UKAS accreditation for asbestos inspection, and expects the dutyholder to check the surveyor is competent. The plan must be reviewed at regular intervals and whenever it may no longer be valid, and HSE advises updating the register at least once a year or sooner if something changes.
What you receive from an asbestos survey
- Survey report to HSG264 with plans and photographs
- Laboratory analysis results for samples taken
- Material and priority risk scores for each item
- Asbestos register in an editable format
- Written asbestos management plan
- List of areas not accessed, to be presumed as containing asbestos
- Re-inspection schedule and reminders
- The surveyor’s certification for your records
How it runs
Agree the survey type
We ask about the building, its age and any planned works, then confirm whether you need a management, refurbishment or demolition survey.
Brief and book
We arrange a qualified surveyor, share plans and access details, and agree which areas must be vacated for intrusive work.
Check the report
We read the report against the brief, query gaps or inaccessible areas, and make sure the sample results are included.
Register and plan
We help you set up the register and management plan, then diarise re-inspections and the annual review.

How we run your asbestos survey
Surveys are carried out by surveyors from our specialist partners who hold the relevant qualifications and third-party certification for asbestos inspection. We do not take samples ourselves. Our role is to scope the job properly, brief the surveyor, check the report before it reaches you and help you act on it, so you have one point of contact from the first enquiry to an up-to-date register.
Because we also cover CDM, project management and other health and safety work, the survey can be linked to whatever comes next. A refurbishment survey can feed straight into pre-construction information, and findings that need removal can be priced and programmed with your contractor rather than treated as a surprise. If you only need the survey, that is fine too.

Questions about asbestos surveys
All questionsWhich asbestos survey do I need?
If the building is occupied and no work that disturbs the fabric is planned, a management survey is usually right. Before refurbishment, rewiring, new openings or demolition, you need a refurbishment or demolition survey of the affected area, carried out before work starts. Tell us what is planned and we will recommend the type and extent of survey before anything is booked.
Does the duty to manage apply to my building?
Regulation 4 of the Control of Asbestos Regulations 2012 covers non-domestic premises, which HSE says includes the common parts of some domestic buildings, such as shared hallways and plant rooms. It applies to whoever has responsibility for maintenance and repair, or control where there is no contract. Buildings built before 2000 are the ones most likely to contain asbestos.
How often do I need a re-inspection?
The law requires the management plan to be reviewed at regular intervals, and HSE advises updating the register at least once a year, or sooner if something changes. Many dutyholders arrange an annual re-inspection of known materials to support that review. Materials in poor condition or in busy areas may need checking more often, and the surveyor’s recommendations will say so.
Will the survey disrupt the building?
A management survey involves some sampling but is usually carried out with the building in use. A refurbishment or demolition survey is intrusive: walls, floors and ceilings may be opened up, so the area must be empty while it is done and confirmed fit for reoccupation afterwards. We plan access with you so disruption is kept to the area that needs it.
Who actually carries out the surveys and works?
We scope, manage and check every job ourselves. Specialist parts, such as fire surveys and remedial works, asbestos surveys, legionella assessments, training and alarm installations, are carried out through vetted specialist partners who hold the relevant qualifications and third-party certification for that work. You see their certificates. We remain your single point of contact and check both the work and the paperwork before it reaches you.
Do you work with contractors?
Yes. We help contractors with risk assessments and method statements, COSHH assessments, written policies and preparation for SSIP schemes such as CHAS, SafeContractor and Constructionline. On projects we can support clients and principal contractors with CDM duties, and we work alongside main contractors when managing fire remedials, so the people on site have clear information and the right paperwork before they start.
