Health and safety consultants in Preston for campus, docks and city centre

Preston became a city in 2002. It has a university of around 24,000 students at its centre, a former dock turned into homes and offices, and a listed bus station. We cover the compliance all of that brings.

Landlords, colleges and contractors looking for health and safety consultants in Preston can bring all three of their compliance areas to Resilient Consult. We are a Wigan-based consultancy working across the city, from the centre and Fulwood to Penwortham and Bamber Bridge. Fire risk assessments, health and safety audits, asbestos and legionella arrangements, and construction roles such as Principal Designer and quantity surveyor all go through one contact who scopes, manages and checks the work.

Much of the city’s day-to-day compliance demand comes from rented housing near the university, older city-centre buildings with rooms above shops, and public and commercial estates to the north. Fire door work, alarm maintenance and specialist surveys are carried out by vetted partners with the relevant qualifications and third-party certification, and we check what they produce against what you need to show a council or insurer.

What we do for Preston clients

Fire safety and compliance

Shared houses and purpose-built student blocks near the university need fire risk assessments and fire door routines that cope with high turnover and frequent changes of occupant.

Health and safety

Colleges, retail landlords and manufacturers across the city use our audits and competent-person support, with training courses delivered through specialist partners.

Construction consultancy

On residential conversions and commercial refurbishments we act as Principal Designer, project manager or employer’s agent, and survey the existing building before design starts.

Students, docklands and a listed bus station

The University of Lancashire, known as UCLan until its 2025 renaming, has its main campus in the city and around 24,000 students across its sites. Its Student Centre and University Square opened in 2021 on land around the old Adelphi roundabout. That concentration of students drives demand for shared houses and purpose-built blocks near the campus, and each type carries different fire and water safety obligations for the people who run it.

Preston Dock opened in 1892 and closed in 1981, and the Riversway area has since been redeveloped with offices and housing. In the centre, the late-1960s bus station is Grade II listed, Fishergate remains the main shopping street and the Miller Arcade is listed too. Royal Preston Hospital in Fulwood, opened in 1983 and now a Major Trauma Centre, anchors a large health estate to the north of the city.

Questions from Preston clients

All questions

We manage HMOs near the university in Preston. What applies?

The Management of Houses in Multiple Occupation (England) Regulations 2006 require the manager to keep escape routes free from obstruction and in good repair, and to keep fire alarms and firefighting equipment in working order. Larger HMOs also need a council licence, which usually adds conditions. The Fire Safety Order applies to the common parts as well. We arrange fire risk assessments and fire door checks, and help you keep the records an inspection will ask for.

Our student block in Preston is half empty over the summer. What should we do about water safety?

Landlords must assess the risk from legionella, and HSE warns that water should not be allowed to stagnate, which is exactly what happens in empty rooms. Outlets in unused flats should be run regularly, and longer vacancies need a flushing routine. A simple assessment can be done in-house, but larger blocks with stored water often justify a specialist. We arrange that through a partner and set up a void-period routine your team can follow.

We are buying an older building near Fishergate to refurbish. Which surveys should we commission first?

Before you commit, a building survey shows condition, defects and likely repair needs, and an asbestos survey of the areas you plan to change tells you what removal may be involved. If upper floors will be brought back into use, an early fire safety review checks escape and separation. Together they give you a realistic budget. We carry out the building survey, arrange the specialist surveys and pull the findings into one cost picture.

Which areas do you cover?

We are based in Wigan and work across the North West, including Greater Manchester, Lancashire, Merseyside and Cheshire. That covers towns such as Bolton, Warrington, St Helens, Preston and Chorley, as well as Manchester and Liverpool. For larger jobs or multi-site clients we can work further afield on request. Send us the details and we will tell you straight away whether it is something we can take on.

For example: a four-storey block of flats that needs its fire risk assessment reviewed and the flat entrance doors checked. Or: an office refurbishment starting in spring that needs a Principal Designer and a cost plan.
