Fire safety consultancy for building owners and project teams
Independent fire safety advice, gap analysis and management of fire works, so you know where your building stands and what to do next.
Fire safety consultancy helps when the question is bigger than a single report. Perhaps you have a portfolio of mixed records, a building affected by the Building Safety Act 2022, or a remedial programme that has stalled. Resilient Consult reviews what you hold, sets out the gaps against your legal duties, and then arranges and manages the surveys and works needed to close them, with specialist partners delivering the technical parts.
We also act as client-side project manager for fire works: fire door replacement, firestopping and compartmentation remedials, alarm upgrades. On long programmes you receive photo evidence before, during and after, a record of the materials used and regular progress reports, so the building’s fire safety information grows as the work is done and is ready when the next assessment, audit or sale comes round.

Building safety law that shapes the advice
The Regulatory Reform (Fire Safety) Order 2005 places duties on the responsible person, starting with the risk assessment under article 9. The Fire Safety Act 2021 confirmed that in buildings with two or more homes, the Order covers the structure, external walls, common parts and flat entrance doors. In England, the Fire Safety (England) Regulations 2022 add duties such as regular fire door checks in residential buildings over 11 metres.
Under section 65 of the Building Safety Act 2022, a higher-risk building is one in England that is at least 18 metres high or has at least seven storeys, and contains at least two residential units. Those buildings carry further duties under that Act. Since 1 October 2023, amendments made by that Act to the Fire Safety Order have required every fire risk assessment to be recorded, including its findings.

We turn the priorities into scopes of work, arrange surveys and obtain quotes from vetted specialist partners.
Manage to sign-off
We run the programme, check evidence as it arrives and close each item only when the paperwork supports it.

Why use Resilient Consult for fire safety consultancy
Fire safety duties sit across assessments, door checks, alarms, passive protection and building records, and they are often held by people with other jobs to do. We give you one point of contact who understands how those pieces fit together. Where specialist work is needed, it is carried out by partners who hold the relevant qualifications and third-party certification for that work, and you see their certificates.
Our role is to be on your side of the table: scoping the work properly, checking that what is delivered matches what was specified, and making sure the records left behind will stand up when a regulator, insurer or buyer asks questions.

Questions about fire safety consultancy
All questionsWhat is a fire safety gap analysis?
It is a structured review of what fire safety information and measures you have, compared with what the law and good practice expect. We look at assessments, surveys, certificates, logbooks and the buildings themselves, then list what is missing or out of date in order of priority. It is a practical starting point when records have built up over years.
Is our building a higher-risk building?
Under section 65 of the Building Safety Act 2022, a building in England is higher-risk if it is at least 18 metres high or has at least seven storeys, and has at least two residential units. Measuring height and counting storeys has its own rules, so if you are close to the threshold we can help you check against the guidance and set out what follows if the building does qualify.
Can you manage remedial fire works on our behalf?
Yes. We scope the works, obtain quotes from vetted specialist partners, supervise progress and check the evidence. On long programmes you receive photographs before, during and after, a record of materials used and regular progress reports. Nothing is signed off until the paperwork supports it, and the close-out pack updates your building’s fire safety information for the next assessment.
Do you replace our fire risk assessor?
Not necessarily. If you already have an assessor you trust, we can work alongside them, turning their action plan into a managed programme. If you need a new assessment, we can arrange one through our partners. The aim is a complete and current set of records, whoever produces each part.
Who actually carries out the surveys and works?
We scope, manage and check every job ourselves. Specialist parts, such as fire surveys and remedial works, asbestos surveys, legionella assessments, training and alarm installations, are carried out through vetted specialist partners who hold the relevant qualifications and third-party certification for that work. You see their certificates. We remain your single point of contact and check both the work and the paperwork before it reaches you.
Who is the responsible person for fire safety?
Under the Regulatory Reform (Fire Safety) Order 2005, the responsible person for a workplace is the employer, where it is under their control. For other premises it is the person in control of the building in connection with a business or undertaking, or the owner. In a block of flats that is usually the freeholder or managing agent. The responsible person must make sure a suitable and sufficient fire risk assessment is in place.
